Cant increase memory_limit for local site

I installed a local site to import the below site into it:
https://melbourne-florida-attorney.wpmudev.host/

Import stopped/froze at 28% for ages (watched tv, ate and more) so I got the suggestion to increase certain values by creating php.ini and then check the values at “local site url/info.php”. I did and the only value that didnt increase was the memory_limit.

Now I have added values in wp-config.php instead as suggested here:

But I have below values both in a php.ini file this time, problem?
upload_max_filesize = 256M
post_max_size = 512M
memory_limit = 1024M
file_uploads = On
max_execution_time = 800

Why are values seemingly set low from the beginning since I am just trying to import a small new site with DIVI + a child theme?

I got this warning message after Pre-Flight Check:
Your local MySQL version is 5.6.34, while your remote system uses 10.1.37-MariaDB-1~bionic While this might not be significant, having big version differences can cause issues on your destination site.

Why is the default MySQL version so old??

That was the only warning I got, will see how it will go this time.
Been sitting hours with WPMUDEV support.

Still stopping at the 28% level but have not been very long yet. Doubt it will work.
