I’ve been looking into your particular device having that issue and haven’t came up with much. I did notice that it’s a common issue with the Dell XPS 9500 series. See my post here: Dell XPS 15 9560 VT-X not activated Error
The steps might work on your laptop since some BIOS/UEFI versions are shared amongst manufacturers.
