Sorry for the delay! We’re still looking into the root cause of what’s causing this issue with VirtualBox.
I do know one user had success upgrading to VirtualBox 5.2. Here’s the direct download link: http://download.virtualbox.org/virtualbox/5.2.0/VirtualBox-5.2.0-118431-Win.exe (I sent you 5.1.30 previously)

Can you please try temporarily disabling the Windows firewall? It still looks like something is blocking the connection to VirtualBox.
I have disabled windows firewall and avast, then I have reinstalled virtualbox and local, and I have this screen during hours :

I have one more thing for you to try right now: try installing Local with your computer unplugged from the internet. If it’s connected via ethernet, unplug it. If you’re on WiFi, disable it temporarily.
